There is no cross-unit “cheapest overall” claim. Input, output, cached-input, currency, billing unit and price-region qualifiers form independent comparable lanes. Each lane contains only current verified structured API prices, ordered lowest first.
“No price-region qualifier” means only that the price fact has no region field; it does not prove worldwide availability. RegionAvailability is tracked separately. Promotions are not treated as normal API list prices.
